Sub-regional workshop on improving waste management for climate change

mitigation under a Measuring, Reporting, and Verifying (MRV) system

 

A 2-days training workshop on improving waste management for climate change mitigation under MRV system, was organized on 4th-5th December 2013 in Battambang City, Cambodia. Total 55 participants, included the representatives from the Ministry of Environment of Cambodia; local and international speakers from Japan and Thailand; competent Environment and City authorities from 11 cities of Cambodia (Battambang, Banteay Meanchey, Siem Reap, Kampong Thom, Kampong Cham, Kandal, Kampot, Preah Sihanouk, Kampong Chhnang, Pursat and Phnom Penh); 8 representatives from Lao (5 officers from Vientiane, 2 officers from LuangPrabang and 1 officer from Pakse) and 2 representatives from Yangon city, Myanmar, COMPED, private waste collection companies and representative from Boeng Chhouk market, attended the workshop.

Goals/objectives of the training workshop

 

The objects of the workshop were to introduce the linkage waste management and climate change and the potential climate change mitigation through sound management of waste, focusing on the waste separation and recycling of organic waste and to provide a capacity development on MRV system at city level with the estimation of GHG emission from the waste management practice. on this regards, the workshop was divided into five parts:

 
  1. Introduction of waste and climate change
  2. Implementation of waste separation at source for climate change mitigation
  3. Site visit to municipal dumpsite and Boeng Chhouk market
  4. Estimation of GHG emissions from waste management
  5. Group exercise of the GHG emission estimation from the solid waste management

 

In summary, the workshop was organized smoothly with active participation from participants. The 13 persons of all participants have attended the previous workshop on “Capacity Building on Accounting and Utilising GHG Emission Reduction Measures for Local Waste Management Actors in Developing Asian Countries,” which conducted by IGES and COMPED in August 2011. The participants have learnt a lot to build-up their knowledge, updated current waste management status and legal status on climate change mitigation, got know-how transfer on the estimation of GHG emission from the municipal waste, and also built a good relationship among stakeholders of the respective cities.
The results of questionnaire survey after the workshop shows that all of the participants are interested in promoting separation and recycle of wastes with various climate friendly-technologies such as biogas, composting, MBT and applying 3R concept in their city.
